Practice Expertise

Andrew R. Weiss has over three decades of civil litigation experience, handling a wide variety of civil matters in both State and Federal courts. He has special expertise in medical malpractice defense, including representation of physicians before the Medical Board of California. He is Board Certified by the American Board of Professional Liability Attorneys, with special competence in Medical Professional Liability. He also has extensive experience handling employment litigation. He has conducted both court and jury trials in counties throughout the San Joaquin Valley, the Central Coast and Southern California. He is also a trained mediator.

Special Honors
Mr. Weiss has been selected for fellowship in both the American College of Trial Lawyers and the Litigation Counsel of America, each an elite and invitation-only organization of trial lawyers. He has an AV-preeminent rating from Martindale-Hubbell. He was invited to membership in the California Medical-Legal Committee and has been designated a Northern California Super Lawyer for more than ten years. He was also selected for membership in the American Board of Trial Advocates in recognition of his extensive trial experience, and was recently elected to the Board of the San Joaquin Valley Chapter. In 2016, Mr. Weiss received Lifetime Achievement Recognition by America’s Top 100 Attorneys for Northern California.

Lisa M. Martin

Lisa M. Martin is a 1982 graduate of U.C. Davis, King Hall School of Law.  After law school, she served as an alternate public defender for Santa Cruz County, where she gained extensive trial experience in both civil and criminal matters, trying approximately 25 felony cases.

Ms. Martin moved back to Fresno, her hometown, in 1989 and joined Baker, Manock & Jensen, where she specialized primarily in medical malpractice defense and medical board disciplinary matters.  She tried numerous malpractice cases to verdict throughout the San Joaquin Valley, and also tried business, white-collar criminal, employment and harassment cases. She was a partner at that firm from 1992-2007.

On April 1, 2007, Ms. Martin co-founded Weiss, Martin,Salinas & Hearst and continued to specialize in the defense of medical negligence and related claims. Her practice remains the same under the new firm name of Weiss∙Salinas Law Group, Inc.

Ms. Martin has been a presenter at corporate, educational and professional conferences the most recent being at the 60th Annual Yosemite Postgraduate Institute sponsored by the Fresno-Madera Medical Society.

Richard S. Salinas

Richard S. Salinas has over 22 years of civil trial experience in both Federal and State courts. Mr. Salinas has been called upon to handle cases all over California in a variety of matters involving claims of personal injury, premises liability and professional and medical liability. Mr. Salinas’ experience has resulted in requests to speak before groups within his practice areas.

Special Awards and Honors
Mr. Salinas’ trial experience over the last 22 years has earned him honors not given to just anyone. In 2010, 2011, 2012 and 2013 Mr. Salinas was recognized as a Northern California Super Lawyer, an honor given to the top 4% of Northern California lawyers. Mr. Salinas has also been selected by the American Board of Trial Advocates in recognition of his past trial experience.

Carol O'Neill

Carol O’Neil is a 1976 graduate of U.C. Davis, King Hall School of Law. She has practiced law in Sacramento, San Diego and Fresno. In Sacramento, Ms. O’Neil was associated with Diepenbrock, Wulff, Plant & Hannegan, where her focus was the representation of Southern Pacific Transportation Company. In San Diego, she was associated with Hillyer & Irwin with an emphasis on the defense of construction defect litigation.

In 2001, Ms. O’Neil joined the Fresno firm of McCormick, Barstow, LLP, where she worked for 14 years and acquired a preference for medical malpractice defense work. In 2015, Ms. O’Neil relocated to Weiss, Martin, Salinas & Hearst to specialize in medical malpractice defense. She continues on with that firm under their new name, Weiss∙Salinas Law Group, Inc.

Stacy R. Lucas

Stacy R. Lucas received her B.A. degree in English with a minor in History from University of California, Santa Barbara.  She then earned her law degree from Loyola University New Orleans School of Law, where she studied both common and civil law systems.

Earlier in her career, Ms. Lucas specialized in employment litigation, focusing on advising and training employers regarding labor and employment issues. Her experience included defending employers and insurance companies in employment litigation, workers’ compensation claims and labor relations matters. She also gained extensive civil litigation experience in the areas of personal injury, toxic torts, medical malpractice and class action litigation while working as a plaintiff’s attorney in New Orleans, Louisiana.

As an associate with Weiss∙Salinas Law Group, Inc., Ms. Lucas specializes in medical malpractice defense.
